streaming to rtp

hassle- had to read polish: http://forumdyskusyjne.co.pl/b/748/tuner,tv,em28xx.php. literally took weeks!

had to add my users to audio and video groups

at the end of all this, I put these in rc.local
modprobe em28xx-alsa &
v4l2-ctl -d /dev/video0 –set-standard=ntsc &
v4l2-ctl –set-ctrl=mute=0 &
